You need both halves. Windows 10 or 11, and Android 10 or newer.

No. Android requires the microphone permission to read what your phone is playing, because there is no separate permission for it. HibiNex only ever receives your phone's own audio, never the room.
HibiNex copies the sound to your PC rather than moving it, so your phone keeps playing too. Turn your phone's media volume down to hear it only from the PC.
Only the same Wi-Fi, or a hotspot if there's no router around. The audio never leaves your local network, so it works even if the internet is down.
A few apps don't allow their sound to leave the phone, for copyright reasons. That's their choice and nothing HibiNex can change.
